Head of Compliance - Crypto Exchange (UAE)

About the Opportunity

We are a recruitment partner supporting a fintech company in the final stages of launching a regulated cryptocurrency exchange in the UAE (CMA licence).

The company is building a fully compliant crypto platform designed to serve both retail and institutional clients under the UAE regulatory framework.

As part of the licensing process, they are assembling a core leadership team and are looking for a Head of Compliance - a critical role responsible for building the compliance function from the ground up and ensuring full alignment with regulatory requirements.

What You Will Be Doing

Compliance Strategy & Governance

  • Build and lead the compliance function, establishing a strong culture of integrity and accountability.

  • Develop and implement the compliance framework in line with CMA regulations and UAE laws.

  • Provide independent oversight of business activities to ensure regulatory and ethical standards.

  • Report regularly to senior management and the Board on compliance risks and developments.

Regulatory Compliance & Licensing

  • Ensure ongoing compliance with CMA licensing requirements, rulebooks, and guidance.

  • Act as the primary point of contact with the regulator and relevant authorities.

  • Support licensing processes, regulatory submissions, inspections, and audits.

  • Monitor regulatory changes and assess their impact on the business.

AML / CFT Oversight

  • Oversee implementation of AML/CFT frameworks in line with UAE regulations.

  • Ensure effective onboarding, transaction monitoring, sanctions screening, and reporting.

  • Collaborate with internal teams to mitigate financial crime risks.

Policies, Monitoring & Controls

  • Develop and maintain compliance policies, procedures, and internal controls.

  • Establish and execute a compliance monitoring plan.

  • Investigate incidents and ensure proper remediation.

  • Maintain accurate documentation and regulatory records.

Training & Culture

  • Design and deliver compliance training across the organisation.

  • Promote awareness of regulatory obligations and ethical standards.

  • Advise on compliance risks related to new products and initiatives.

What We Are Looking For

  • 10+ years of experience in compliance, legal, or regulatory roles.

  • At least 3 years in a regulated financial institution, fintech, or crypto exchange.

  • Strong understanding of CMA regulations and UAE AML/CFT frameworks.

  • Experience building and managing compliance programmes.

  • Proven track record of working with regulators.

  • Strong analytical thinking and communication skills.

  • Ability to operate independently and influence senior stakeholders.

  • Fluent English (Arabic is a plus).

Nice to Have

  • Experience working directly with CMA.

  • Involvement in licensing or regulatory approval processes.

  • Background in crypto exchanges or digital asset platforms.

  • Experience building compliance functions in early-stage companies.
