About the team and the role: 

eBay’s Regulatory Initiatives team is positioned where policy, product, and customer experience meet—owning some of the most complex, high-stakes challenges facing the marketplace today.  

We design and deliver end-to-end solutions that enable eBay and its global seller base to align with rapidly evolving regulations (e.g., customs, tariffs), while preserving a flawless buyer and seller experience. The scope and impact of this work are significant, crafting core marketplace flows and influencing how millions of customers transact globally.

As Director of Regulatory Programs, you will operate as a cross-functional leader and GM-like owner of a critical portfolio of initiatives. You will drive strategy through execution in highly ambiguous and fast-evolving regulatory landscapes. You will align product development, compliance, tax affairs, government relations, shipping, and regional teams. This will ensure delivery of scalable, customer-centric solutions. You will operate at the intersection of global commerce and geopolitics, responding to regulatory and trade developments as they unfold.

This role requires a leader who can influence at the highest levels, translate complexity into clarity, and make sound decisions balancing compliance, customer experience, and business growth.

The role will report to the Senior Director Regulatory.

What you will accomplish:

Own and drive a portfolio of high-impact, global regulatory programs end-to-end focused initially on tariffs and customs globally, from strategy definition through execution—operating with full accountability for outcomes.

  • Lead through influence in a highly matrixed environment, coordinating with key decision-makers in Product, Legal, Tax, Government Relations, Shipping, and regional teams to drive timely, high-quality decisions.
  • Partner closely with Government Relations to anticipate, interpret, and operationalize emerging regulatory developments, ensuring eBay is prepared to respond quickly and optimally.
  • Partner deeply with Product leadership to develop roadmaps and ensure regulatory requirements are embedded into scalable, long-term platform solutions—not just point fixes.
  • Translate sophisticated and evolving regulatory requirements into clear strategies and actionable plans, ensuring alignment from executive leadership to execution teams.
  • Balance compliance with customer and vendor interactions, crafting solutions that minimize friction while maintaining trust, transparency, and marketplace health.
  • Act as a strategic advisor to leadership, using excellent judgment to navigate trade-offs between risk, cost, and growth in ambiguous a fast procedures situations.
  • Develop compelling narratives and materials for Leadership/Executive Leadership audiences, clearly communicating progress, risks, and strategic decisions.
  • Continuously evolve operating models, tools, and ways of working to increase speed, clarity, and impact across programs.

What you will bring:

  • Shown cross-functional leadership at scale, demonstrating influence and alignment of senior collaborators across Product, Legal, Tax, and Operations in a complex, global organization.
  • End-to-end ownership experience of large, ambiguous programs, with a track record of delivering results in fast paced, high-stakes environments with evolving requirements.
  • Outstanding communication and storytelling skills, with experience crafting clear, compelling narratives for executive audiences and simplifying complexity for diverse stakeholders.
  • Strong product and eye for business, with the ability to partner effectively with Product teams and build durable, scalable solutions (experience as a Product Manager or equivalent is a strong plus).
  • Customer- and seller-first mentality, with proven track record to balance regulatory requirements with user experience and business impact.
  • Good judgment and decision-making, with the ability to challenge assumptions, navigate trade-offs, and make principled calls in ambiguous situations.
  • Analytical and structured thinking, connecting regulatory, operational, and customer insights into pragmatic solutions.

We are particularly interested in candidates with the following backgrounds:

  • Marketplace / eCommerce GM or business leader (strongly preferred)
  • Top-tier management consulting
  • Product management (non-technical) with strong cross-functional leadership experience
  • Shipping, logistics, or cross-border trade expertise
  • Must be proficient in English.
  • The role is based in Toronto, with expectation to travel 10-20%
