About the team and the role:
This role sits within eBay’s Technical Program Management organization and is focused on orchestrating large, cross-domain initiatives that power our marketplace experience. You will partner closely with product, engineering, analytics, and non-technical collaborators to improve how we plan, prioritize, and deliver critical programs across eBay. Reporting into a senior TPM leader, you will codify and scale existing frameworks for capacity, dependencies, and release governance so multiple TPMs and domains can execute against a single, coherent roadmap. This is a high-impact, highly visible role based in San Jose, where you will balance strategic planning with hands-on execution in a culture that values ownership, collaboration, and sustainable work/life balance.
What you will accomplish:
Lead consolidated annual and quarterly planning across domains, standardizing capacity frameworks, release abstractions, and intake governance so teams can reliably deliver against a unified roadmap.
Define and operationalize a dependency taxonomy and governance model (including SLAs, dedication models, and dispute resolution) to improve organization-wide flow and reduce cross-team friction.
Publish and maintain a cross-domain release roadmap with explicit walk-backs and contingency plans, improving forecast accuracy, roadmap adherence, and transparency for senior leadership.
Establish and socialize standard cadences and artifact expectations (such as PRDs, build reviews, and dependency walkthroughs) that raise the bar on release readiness and quality.
Build and own program health reporting and playbooks for managing blocking issues (e.g., forecast vs. actuals, risk heatmaps), and regularly present status, tradeoffs, and recommendations to senior leaders and collaborators.
Mentor and enable TPMs by defining sprint/readiness standards and acceptable sprint-churn levels, driving capability uplift, institutionalizing retrospective rollups, and embedding “say/do” integrity and continuous improvement across the organization.
What you will bring:
8+ years of technical program management or program leadership experience driving large, cross-functional, cross-domain programs in complex environments.
Deep expertise in capacity planning, dependency governance, release readiness, and managing blocking issues at scale, with a track record of improving SLA adherence and delivery predictability.
Advanced modeling and dashboarding skills (for example, Sheets/Excel at scale, with experience in Looker/Tableau and SQL preferred) to create clear, data-driven views of program health.
Strong technical literacy with the ability to evaluate technical tradeoffs, surface risks early, and credibly influence engineering, product, and non-technical leaders.
Demonstrated executive presence and collaborator management skills, including experience negotiating contracts and timelines with both technical and non-engineering partners.
Proven ability to design repeatable program frameworks, lead organizational change, and coach TPMs; BS/MS or equivalent practical experience.
Additional Details
The base pay range for this position is expected in the range below:
$178,800 - $238,700
Base pay offered may vary depending on multiple individualized factors, including location, skills, and experience. The total compensation package for this position may also include other elements, including a target bonus and restricted stock units (as applicable) in addition to a full range of medical, financial, and/or other benefits (including 401(k) eligibility and various paid time off benefits, such as PTO and parental leave). Details of participation in these benefit plans will be provided if an employee receives an offer of employment.
