Field Operations Coordinator
About the Job:
The Field Operations Coordinator is a critical role responsible for the rapid and accurate quantification of physical damages and losses following Hurricane Melissa. This coordinator acts as the primary link between the affected site and decision-makers, providing the essential technical data needed for emergency response, recovery planning, and financial aid allocation. The Field Operations Coordinator owns the how, where and verification. Works closely with the Emergency Disaster Manager.
Core Function:
To conduct site inspections, technical assessments, and detailed data collection in disaster-affected areas to determine the nature, severity, and extent of damage to homes, schools, clinics and critical infrastructure. The coordinator transforms raw field observations into standardized reports for the AFJ leadership.
Key Skills and Competencies:
- Geographic Information Systems (GIS): Proficiency in using GIS and spatial data analysis software to map damage, exposure, and vulnerability.
- Data Management & Analysis: Expertise in digital data collection tools and strong proficiency in statistical analysis software and advanced Excel for data processing and visualization.
- Construction/Valuation Knowledge: Sound technical knowledge of building codes,construction standards, and property valuation to accurately estimate damages andreconstruction costs.
- Emergency Communications: Familiarity with emergency communication protocols and equipment.
- Disaster Response Cycle: Direct, demonstrable involvement in at least one major disaster response or emergency preparedness exercise in a technical or coordinationcapacity.
- Assessment & Reporting: Proven track record in designing, implementing, and analyzing technical field surveys, data collection tools, and compiling formal, highquality assessment reports for management or international stakeholders.
- Project/Team Management: Experience in managing enumerators/field teams during assessment phases, ensuring data quality and adherence to methodology.
- Adaptability & Agility: Ability to work under pressure, manage multiple priorities in a fast-changing environment, pivot when necessary.
- Stakeholder Management, and Cultural & Community Sensitivity: Ability to quickly recognize and respect cultural and community norms, manage multiple stakeholders,and build trust.Additional Requirements (Mandatory):Travel: Based in the region most impacted by Hurricane Melissa in Jamaica,with a willingness and ability to travel frequently and rapidly within the region.Primary Focus: Field Execution, Verification, and Community Interface1. Field Operations & Site Verificationo Coordinate with contractor across project sites.o Verify damage assessments, beneficiary eligibility, and project readiness.o Confirm work completion and quality on the ground.2. Community & Stakeholder Engagemento Serve as primary liaison with community leaders, beneficiaries, and localofficials.o Ensure communities understand scope, timelines, and expectations.3. Data Collection & Documentationo Collect photos, GPS locations, assessments, invoices, and beneficiarysign-offs.o Ensure timely and accurate submission of field data to theEmergency Management Coordinator.4. Contractor & Materials Oversighto Monitor contractors and suppliers on-site to ensure work meets standards.o Track delivery and use of materials to prevent loss or misuse.5. Quality Control & Safetyo Ensure construction and repairs follow safety, resilience, and hurricaneresistant standards.o Report deficiencies or risks immediately.6. Rapid Issue Escalationo Identify bottlenecks, disputes, or community concerns early.o Escalate issues to the Emergency Management Coordinator, with clearrecommendationsTechnical Writer is responsible for documentation of procedures, creation of process flows and operating instructions and the update / creation of forms to support the introduction of new or update of existing processes or technologies across the Bank. The incumbent is also responsible for maintaining the centralised repository for all procedures, process flows, forms and job aids, etc., across the organisation and for ensuring maintenance and standardisation as per the process governance process. The incumbent is the gate-keeper for the check-in and check-out of procedures and process flows to ensure proper version control of the organisations end-to-end procedure documentation. The incumbent will also support projects, BAU and process reengineering requests for updates to process documentation or organisational forms.
Responsibilities:
- Work with scrum teams to obtain a clear understanding of the product and the documentation requirements.
- To produce high quality documentation that is appropriate for the intended audience, to support business continuity.
- Create software documentation through collaboration with subject matter experts and technical staff
- Convert complex technical documents into easy language for multiple audiences
- Communicate complex ideas in a clear and concise manner
- Analyze existing content, then improve and update current documentation, such as meeting notes, transcripts
- Write user manuals, how -to guides for the staff receiving new solutions.
- Incorporate animation illustration, video, and photographs when appropriate to aid user in understanding the products or concept.
- Analyze existing content and determine how to reuse and single sourcing opportunities.
- Create and maintain information architecture.
Requirements
- Bachelors degree in information systems, information technology , computer science and other related fields. Candidates with a journalism or other writing/ communication backgrounds should have at least 5-7 experience as a technical writer in a software development organization.
- 3- 5-year experience in writing in technical documents
- Experience supporting/ working with agile teams
- Strong research and analytical skills
- Excellent verbal and visual communication skills
- Skills with documentation and publishing software such as Camtasia, Snag it or other similar software
- Experience reading, creating and maintaining RESTful API documentation
- Good work knowledge of MS office, Confluence, Jira
- Excellent English skills
